Electricity “the Same Until Year-End,” but From January? The Exchange Is Above €200, ESM Must Submit a New Offer by the End of November and the First Requests Are Already at the Regulator

On October 16 Mickoski said household prices stay the same until the end of the year and that the Government will try to keep it so after January 1; the final price depends on ESM’s offer and the Energy Regulatory Commission.

Prime Minister Hristijan Mickoski, answering a journalist’s question on October 16 at the opening of the school in Chento, said the electricity price for households stays the same until the end of the year, including November and December, and that no changes to tariff blocks are planned. The Government, he said, will try to keep the price the same after January 1, but he did not want to prejudge the decision of the Energy Regulatory Commission (RKE). As a reference price he mentioned 65 euros, which he called three times lower than prices in neighboring countries and in Europe.

What is already in process: the deadline for companies to submit calculations to RKE was September 30. According to Telma on October 13, ESM–Energetika is asking for an increase of about 53% in the price of its distribution service (from 0.4 to 0.6 denars), Nomagas wants a 37% higher gas transmission price, and MEMO did not request a correction. MEPSO did not submit a request by the deadline, citing a new rulebook adopted one day before it, and Elektrodistribucija did not set its price because the procurement to cover network losses is not complete. These requests are not for the retail household price.

The main unknown is the price of electricity produced by ESM and sold to the universal supplier EVN Home: it is currently 65 euros per megawatt-hour, and a new offer is due by the end of November. Telma and Racin note that on European exchanges electricity tops 200 euros per megawatt-hour and gas is about 86 euros, the highest since December 2022, but that this does not automatically mean the same rise in household bills. Mickoski says “the companies’ positions will become clearer from January 1” and pointed questions to EVN and the transmission operator. Until RKE decides, the “same price” promise is a goal, not a decision.
