Gradual Economic Integration Into the EU: Which Sectors Would Come First for North Macedonia?
The five member states' 'sectoral integration' proposal singles out transport, energy, electricity markets, the digital market and critical raw materials as the first areas where candidates could gain access.
Beyond general single-market access, the five EU member states' non-paper also spells out a model of "systematic sectoral integration" — a concrete list of areas where candidate countries, including North Macedonia, could gain access to the European market first, ahead of full membership. The areas named are transport, energy, electricity markets, the digital market, critical raw materials, and European competitiveness strategies.
According to the document, "candidate countries would progressively gain access to parts of the European single market," with integration in each sector depending on how closely the given country's legislation aligns with EU rules in that area. For North Macedonia, this opens up a concrete perspective — the energy sector is already in focus through critical minerals agreements, while digitalization is an area where the country has already received positive assessments from Brussels.
Although the proposal still lacks a precise timeline and has not been formally adopted at the EU level, it builds on the broader direction set by the European Commission's "Reforms Before Enlargement" document — fewer symbolic promises, more concrete, measurable steps toward sector-by-sector integration.
