Another Bulgarian Veto Looming? Skopje Seeks Guarantees Before Constitutional Changes

Deputy Minister for European Affairs Zoran Dimitrovski warned that Bulgaria could once again invoke its veto power — this time over protocols already signed between the two countries — if its demands are not met.
"Sofia will now use its veto right on every issue within the negotiating framework," Dimitrovski said, linking the warning to the previous government's acceptance of the French proposal. Diplomatic sources say European representatives acknowledge that North Macedonia has legitimate grounds to seek mechanisms preventing future bilateral blockades.
The key question remains whether guarantees will be secured before the constitutional amendments required as part of the negotiating process are adopted — without them, the country remains exposed to possible new objections from Sofia on any issue within the EU negotiations.
