Sofia, October 8: What Can and Cannot Come Out of the Mucunski–Petrova Meeting

Foreign ministers Timco Mucunski of Macedonia and Velislava Petrova-Chamova of Bulgaria are expected to meet in Sofia today, but the format is still uncertain, and the key disputed issues cannot be settled in a single conversation.

Foreign Minister Timco Mucunski and his Bulgarian counterpart Velislava Petrova-Chamova are expected to meet in Sofia today. Prime Minister Hristijan Mickoski said Sofia officially confirmed that a meeting will take place, but that its format has not been set — it could be a short encounter or a formal bilateral meeting, and the host will decide. According to Telma, the meeting is on the sidelines of an international ministerial conference on Corridor 8.

Mickoski said that "only through dialogue can we reach a solution" and called the announcement of gradual EU integration encouraging. In his account, Macedonia meets two of the three conditions for that gradual integration: alignment with the common foreign and security policy is already in place, and the public procurement reform is due to be adopted by Parliament next week. The first condition — country-specific reforms — is still to be defined by the European Commission.

That is why the ceiling on this conversation is clear. A single ministerial meeting cannot settle the substantive differences, including the question of when constitutional changes should take effect, where Mickoski repeats the position that it should happen at the end of negotiations. The realistic outcome is more modest: confirmation that the channel for talks works and, possibly, agreement on next steps. No results from the meeting had been published at the time of writing.
