The State Will Spend 46 Billion Denars More Than It Collects: What the New Budget Revision Says

The government adopted the proposal to amend the 2026 budget: revenues of 374.2 and expenditures of 420.5 billion denars, while the deficit, according to the finance minister, remains unchanged.

On October 7 the government adopted the proposal to amend and supplement the 2026 budget. According to the government statement, revenues are planned at 374.2 billion denars and expenditures at 420.5 billion. The difference between the two figures is 46.3 billion denars, or about €750 million at a rate of roughly 61.5 denars per euro. The proposal goes to Parliament.

The stated reason for the changes is the fiscal impact of the measures supporting citizens and businesses, including the cuts to excise duty and VAT on fuels. Finance Minister Gordana Dimitrieska-Kocoska said there will be no change in the budget deficit. The opposition SDSM, however, claims the deficit will grow and that the budget has “no money.”

What the statement we checked does not publish: the size of the deficit in denars and as a share of GDP, what changes compared with the first revision, the amount of capital spending and how the gap will be covered. Those figures will become clear only when the proposal is debated in Parliament.
