Reform Agenda: Mickoski Called for Coordination Among Institutions, and 142.1 of 750 Million Euros Have Arrived So Far

The November 7 meeting set no new deadlines or amounts. In July the Commission said 142.1 million euros had been received, about 19 percent of the framework.

Skopje – Prime Minister Hristijan Mickoski on November 7 held a meeting dedicated to the implementation of the Reform Agenda. Current activities, priority issues and the pace of the planned reforms were discussed. The announcement about the meeting names no new deadlines or amounts.

Mickoski said that moving the process forward requires coordination among institutions, clear goals and concrete steps that will strengthen their results. The reforms, according to him, are essential for the economy, the rule of law, the efficiency of institutions and improving citizens’ lives. Work on them will continue.

Behind the Reform Agenda there is money. Under the EU Reform and Growth Facility, North Macedonia has about 750 million euros available. The first payment, 7 percent of the framework or 52.4 million euros as pre-financing, arrived in March 2025, and North Macedonia was the first country in the region to receive those funds.

According to information published by the European Commission in July 2026, 142.1 million euros have been paid so far. By the editorial calculation, that is about 19 percent of the total framework, and about 608 million euros remain. The money is released in tranches, after the Commission assesses the completed reform steps.

Enlargement Commissioner Marta Kos said in Skopje on July 8 that North Macedonia “has shown it can deliver decisively and in time”. She added that the same determination is needed for progress on the path to membership. In her talk with Assembly Speaker Afrim Gashi she called for constructive political dialogue and cross-party support for EU-related reforms.

Mickoski’s tone changes with the phases. At a meeting on January 18 he said the goal is “to finish our homework, to prepare, to resolve all open issues related to the Reform Agenda”. In November the emphasis is on coordination, which shows the work is in the implementation phase, not the promise phase.

What was not announced: how many steps remain until the next payment request, when it will be submitted and what amount is expected. Those data are not in the announcement for the November 7 meeting.

The Reform Agenda and the negotiations are two separate tracks. Money from the Facility depends on reform steps, while opening the first cluster depends on the constitutional changes. “No progress was made towards adopting the relevant constitutional changes,” states the Commission’s report of November 4. That is why the good result with the Reform Agenda is real, but it does not replace the key to the negotiations.
