Parliament Resumes September 2, VMRO Coordinator Calls for Rulebook Consensus

Macedonia's Parliament resumes work on September 2, and VMRO-DPMNE's parliamentary group coordinator, Nikola Miceski, called for the chamber's rulebook not to be used as a brake on its work.
The parliamentary rulebook — the internal document governing debate, voting and decision-making procedures — frequently becomes a point of political dispute between the government and opposition, particularly when either side uses it to slow down or speed up passage of specific laws.
A Call for Consensus
Miceski said consensual adoption of the rulebook has a single purpose — enabling Parliament to work at full capacity, without unnecessary procedural blockages. Such calls for cooperation are typically more frequent at the start of a new parliamentary session, when the rules of engagement for the coming period are being set.
It remains to be seen whether the new session, beginning right after the summer recess, will bring greater cooperation between political sides, or whether the same patterns of procedural tension that marked previous sessions will continue.
