€50 Million for Digital Health: When Will Patients Feel It and Where Does the Money Come From?

The digital health strategy envisions every citizen having access to their data by 2030, but main implementation, including the “My Health” portal, is planned for 2028–2029.

On September 21 the Ministry of Health presented the Digital Health Strategy 2026–2030. The goal is for every citizen to have access to their health data by 2030 and for every doctor to have complete information when treating a patient. The strategy describes the system as “functionally operational but structurally fragmented”: lab results, outside imaging and prescriptions are often unavailable to the treating doctor. Under the plan, data would follow the patient from the family doctor to specialists, hospitals, labs and pharmacies.

An upgraded “My Health” portal would give citizens access to their health file, appointments and e-prescriptions, and remote consultations would be added. Telemedicine would get a legal basis, and patients would be able to see who accessed their data, request corrections, and give or withdraw consent; these rights are to be set by law. The strategy has five priorities, 38 measures and 152 activities.

When it will be felt: 2026–2027 are years for foundations — laws, institutions and standards; main implementation, including “My Health,” is planned for 2028–2029. The strategy was developed under an EU-funded IPA III project, and after consultations it is to be adopted by the government. The €50 million figure was mentioned by Klekovski in Berlin, but the reports do not say where the money comes from or by when it will be spent.
